What does Memory Card tab under GAME PROPERTIES (right click on game, properties, memory cards) show? Did you accidentally disable memory cards being inserted in your game-specific settings? It should be 'gray squares' (aka: 'use global setting').

Disabling the memory cards in per-game settings did replicate the issue for me. True, it's odd that it's still happening even after game settings file being deleted.

Here's a comparison of Ace Combat 5 and Ace Combat Zero. This just happened. I have no idea why it could have happened. I just went to boot the gamer and no cards were found. It's only Zero.
