It probably is. but his CPu won't help either

I can say I'm suprised that the OP is even able to run the game at all without a dedicated GPU. IF the op is hitting 99% on the gs then that would point to a major gpu bottleneck though thta athlon 64 x2 5000+ is extremely weak.

in that case, it's probably true. but a gs% rising at 99% doesn't necessarily mean it's a GPU weakness.

The GS% represents the CPU side of the GS, does it not?

I.e. the GS commands are emulated CPU side and then sent to GSDX to convert to D3D or what have you.

actually both ee & GS threads run on your CPU. If you increase internal res, this will be loaded in the GS thread and sent to your GPU.
