Analog stick input starts at 0.3 on 0% deadzone?

I have recently been playing nfs underground and im wondering if its possible to unlock the full analog stick range(0-1 instead of 0.3-1). I am using a dualshock 4 controller and i have 0% deadzone in the settings menu but still can feel and see the deadzone through the pad tester that I dropped in pcsx2. Thanks.
