Another Century's Episode 3 - Flickering and black lines after transitions

issue: Runs nearly perfectly. But it has the problem of showing horizontal black lines and flickering images after transitions from gameplay to game menus, briefings. 

Solution/Work Around: Toggling Software Renderer on and off fixes it. Assigning a hotkey to that makes it easier. You can see in the video the flickering stops when I switch to Software Render and then back to my chosen one.

PCSX2 version: v.1.7.5858, currently using Vulkan renderer

System specs
OS: Windows 10 Pro 64-bit

GPU: GeForce RTX 4060 Ti 8GB

Would need a multi frame GS Dump, probably starting the record before the transition to the video, in to the beginning of the video, I suspect it's breaking in there somewhere.
