Are these enough?

Okay i just wanted to know if an i5 3570k 3.4ghz overclocked to 4.4ghz and
an Nvidia GTX 650 ti 2GB GDDR5 are enough to run all the PCSX2 games?

"all" the pcsx2 games is just impossible ATM.

But most will run at full speed, yes

One more thing,is 4GB Enough for the emu and gaming? i usually only have google chrome open in the background with max of 2 tabs "Facebook and youtube" thats all.

4GB will be more than enough for that.

Basically, default settings are the safest.

and yeah, you should be able to handle custom resolutions for games with that GPU no problem.
