The opening FMV reports 87% cpu usage
Ingame frames report 16.29 frames and 92% cpu usage

Ok,sounds like you are hitting the GSdx-ATI bug...you can try using some other catalyst driver (some report it fixes the issue) or give ZeroGS a try.

Ok mate, ill try that im currently using cat 9.5 atm and Zero gives me the same results also.

by any chance did you know fo which driver set fixed the problem?

make sure you already set all potions in Cpu config and try first with single card if can because pcsx2 emulation doesnt compatible yet with crossfire/SLI or you can try program ATI_CF_Extention, see that file in my signature.

Very strange, i ran an NTSC version of KOF X1 and it ran 70 frames all through...
