Awful performance on i7 6700K

I know that this is a documented issue, but I noticed that in the latest progress report, there was a fix submitted for this. However, I have no idea how to navigate Github or how I'd implement the fix. My CPU rarely goes over 10% usage while running PCSX2, but performance usually strays between 60% and 90%. Any suggestions?
