Hogwarts, you have good enough CPU for getting fullspeed in many games, just use speedhacks correctly.

The only variable that stands out, difference wise, between those that have it working and yourself is the GPU, but you're adamant that isn't it. Guess you'll see when your RMA returns.

Otherwise, just raid all the settings and make sure nothing is set that shouldn't be. Never know if you accidentally changed something and never changed it back.

I still think something is wrong with the code. at a fundamental level.

I doubt you are qualified to make these claims.
You're comparing PC gaming to emulation, you refuse to believe what
the people that coded this emulator tell you, all with the stubbornness of a preacher.

You already found that using speedhacks brings your FPS up to 60.
Use that and stop wasting all these helpful people's time.
