if anyone is wondering, i am also using game booster to close unneeded processes and apps and also a program i designed that shuts off windows aero temporarily.
many older cards (Radeon HD ~4xxx) dislike aero and disabling it took me from 5FPS~ to 15-30FPS~

It's just the game then. Motion blur is going to be a problem though if all it's doing is repeating frames with maybe a bit of blur filtering slightly.

You should be able to run some other games without issues...
