Best CPU, VGA and decent RAM

You'll need at least 25-30 amps on the 12+v rail to run a 9800GT/GTX/250, amps are much more important than watts so look for something along the lines of a decent high-quality 450w-500w PSU, but with the required amps.

Oh, and nothing wrong with a 9600GT, if you are on a tighter budget, and despite being a little old now they can still handle today's games and Pcsx2 quite comfortably.

I'm still thinking of buying the Intel Core i5 750/AMD Phenom II 955 Black Edition or the Intel Core 2 Duo E8600, which one should I take?

Okay thanks for the response guys, so my 350Watt should be able to power a 9600GT? and DKTronics is 512MB 9600GT enough or should I go for more?

A 9600GT needs power from both your PCI-e slot, and from a 6-pin connector, and roughly 18-24 amps, 24 to be safe. If you don't provide enough amps you'll get the often coined "Black screen of death", although death is a bit OTT as it's just not enough juice for the card.

As for 512Mb, ask yourself exactly what you'll be connecting the card to, and what resolution do you plan on using. For example, if it's a 19" TFT with a max res of 1440x900, then 512Mb should be just about enough. If it's a HDTV with a res of 1366x768, then you'll be fine. Any higher, then you should really look at 1Gb GDDR3, although you should really be looking at a better card if the resolution is higher as the 9600GT won't have the bandwidth and the extra 512Mb will be wasted.
If your budget is strict, have a look to see if you can get a 9600GSO, again depending on your resolution, as these cards in the UK are extremely cheap, but as fast as the 9600GT. You can pick up a Asus Magic 9600GSO for less than £40, but you'll still need about 18-24amps on your PSU.

Hmm okay thanks alot, I guess I'll take the risk and go for 9600GT 512MB first, although I'm using dual monitors, one's at 1650x1050, the other 1440x900. If i don't have enough power, i can afford a new power supply.

If you don't want to build one yourself. Buy it from ecollegepc.com . They are a lot cheaper and sense you pick out every part of the computer they are good quality compared to alienware.

if your looking for price vs performance i would look at a comp with these specs. If its purely for PCSX2 I would probably make some changes but im guessing its for all round use as well maybe some 3d gaming?

AMD 955 BE for Quad, AMD 720 BE for tri (Dual core is outdated now and no point going down that route since this is a new comp you want)
ATI 4870 - no point splashing out on a gfx card now with DX11 coming round the corner the 4870 is fairly priced and gives good performance or a GTX 260 if you want to go the Nvidia route.
4GB Dual Channel DDR3 Ram

...as yurihyuga said, best performance/$ ratio is in AMD Dragon Platform aka PhenomII/790FXB/4870(90) simple all three for around 400eur + 2x 2Gigs of any DDRII can't be more then 50eur! & all this can run on a 500+W PSU with no problem, even if OC'ing it? & Phenom II BE can go to 3.7-3.9GHz on air... wich is also good, even for PcSx2, & you still have two cores to mess with other programs xD

Cheers...
AMD FX-8350
4x 4GB DDR3 2400MHz
AMD Radeon R9 Fury X
