i got a Intel Core i3-3217u

Yeah but you can work out that i3 aren't awesome for pcsx2. Their desktop counterparts aren't up to snuff. Simply put your cpu and gpu is weak. Need upgrading. My specs suck aswell. I can't play games at 60fps so I can't expect your cpu to perform significantly better.
System Specs
CPU:AMD FX 8350 3.5ghz turbo to 4ghz
GPU: Sapphire HD 7750 GDDR5
MOBO:Gigabyte GA-78LMT-USB3 Rev 5.0
RAM: 8GB
OS:Windows 8.1 64 Bit

You can keep playing on your ps2 for now, then.
That cpu wobt be good enough for fifa games.
And that´s even worse since IIRC, it has to be played in software mode.
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go
