Hotwheels games have a gamefixe in the gamefixes options in the emulator,give a look.
It Look Like This If Black Screen Problem Appears:
CDVD READ ERROR, sector = 0x000b6f31 Note: Im Using PCSX 1.0.0 I Edited Post: Ignore Bus Direction on Path3 Transfer Gamefixes Useless, It Doen't Work And Im Using Hot Wheels: Beat That (DVD)

1 - better post the full emulog.txt next time.
2 - 1.0.0 version is old and unsupported. please update

Bl3uanims ,Did you already tested in the own ps2 console?Because this problem can be on the disk(CDVD READ ERROR, o setor = 0x000b6f31 )he is scratched or not?
