Brief stuttering in certain games

By default if nothing is changed in the nvidia control panel,your speed should be limited to 40fps since you are on a laptop(that's because of the nvidia whisper feature)
Even if I set the fps limit specifically for pcsx2 only to 60fps,I still notest some stuttering(ppsspp is not even running at 100%,it is limited to 98-99% while playing 60fps game)
If I disable whisper mode or set the fps limit for pcsx2 to be above 60,then it goes back to normal

it's mostly because Forza Horizon 4 isn't a PS2 game. It's a PC game.
You are emulating games, not running them on a machine made for it.

a good comparison to make would be to try MGS2 pc version, then emulate the PS2 version.
Emulating it will definitely stress you cpu ten times more tahn playing th pc port.
