While I'm fighting, I notice the health and the ki bar don't budge at all. The health bar only changes colors but it doesn't decrease when damage is being inflicted. I have 55-60 fps throughout the entire fight.

In order to help you further with your problem, please make sure the following are all provided.
  • Your hardware specs - CPU, Graphics Card, Memory, Operating System.
  • The version of PCSX2 you are using.
  • Any non default settings you are using.
  • What games you are trying to play and if you are playing them from ISO or DVD.

And I hope you're not trying practice mode where health doesn't drop...
