Budokai Tenkaichi 3 - Different FPS?

Ive been having this issue, when I play BT3 I get normal frames in the menu aswell as game, which is 60 ( NTSC ), i have them limited to 60 , so I can play fine against the AI.

But if I want to play against my friend using 2 controllers hence p1 vs p2 the fps drops to 30 which is half, im guessing it has to do with the double screen but im wondering is there a way to prevent this?

buying a powerful machine, using some speedhacks, setting gsdx internal res to native.
but it'll require quite a powerful pc in PvP mode

If I use a speedhack nothing changes its still 30fps.

My pc should work better than 30fps even in pvp I think.

nvm, im using native resolution aswell.

overclock it to 3.4 ghz, and you should be able to play in pvp at 45-50 fps, then
