Problem still exists as of June 14th, 2023's nightly dev update of PCSX2. The previous poster left some files that no longer exist online, so I'll upload my files here in case some of the developers want to take a look:

The ufile website address where I uploaded the file is fntslh9n, but I'm not allowed to post URLs in my reply, so if this is unclear, please let me know what I can do.

I took the save state while running Ubuntu so I don't know if that affects its usage on Windows, but the memory card should be working fine. The affected chapter is in chapter 10, second to last checkpoint (Vincent emerges from darkness next to some stairs), and the affected area is up the stairs, through a factory, through some ruined houses, past an area with multiple guys shooting from across a small valley, then through a sewer.
