[Bug Report] Dragon Quest VIII [NTSC]

Hi there I'm having a bit of a minor problem. Here are my specs to start off...

AMD Phenom II X4 955 @3.20GHz
Radeon HD 4890
4GB RAM
Windows 7 x64

Here are my PCSX2 settings:
Version: r1888
GSDX 1873 (MSVC 15.00, SSE2) 0.1.15
D3D10(Hardware)
16:9
Native D3D internal res
Texture filtering on grey
8-bit textures checked

The rest of my settings are at default and I have no speedhacks on.

The problem I'm getting while playing DQ8 is the screen flashing while I'm resting in an inn, and whenever I change areas I get a brief snapshot of something that happened a few minutes ago. Is there anything I can do to fix this? It's not really a big deal, but I'm just wondering if I can do without it.

And is the game meant to slow down a bit in some places with these specs? I think maybe the clock speed might be causing it, but when I rotate the camera there's usually one angle that will cause the fps to drop a bit (very minor though and probably not worth worrying about since it runs close to 90~100% anyway). I've tried speedhacks, but the fps remains the same and makes the flashing mentioned in the previous paragraph worse. I ask this because I'm new to PCSX2 and I was just wondering if I shouldn't expect a smooth experience with this game.
