Known, very incomplete bug report. You didn't test any other versions or tried to track the bug so it's almost of no use.
From tracking it: Tekken Tag Tournament (E) - Not booting, r3343 works, r3349 broken

Ntsc ver works in the public beta r3113.

The biggest issue with it is the flickering on the intro, I'm pretty sure the interlace filter doesn't fix that.

It spams the log with something too when it happens.
Or it used to.., doesn't anymore.
Now it just has:

Code:
# Initialize VU0 ...
# Initialize VIF0 ...
# Initialize IPU ...
# Initialize FPU ...
# Initialize User Memory ...
# Initialize Scratch Pad ...
# Initialize Done.

It defently used to say something over and over when the intro was playing.

The game's timing is a tad picky too.
It's probably the VU cycle stealing hack.
If you have the game playing at full speed but it's still sluggish, trying disabling some of the speed hacks.

As for getting the game to start, it should...
At least in the public beta.

This is the bug report forum, we don't give support here. And yes we know it worked in 0.9.7 beta release, if you checked my post above you'd see I found out it worked up to r3343.
Speed hacks are not permitted to be on in bug reports anyway.

Emulation of videoclips is awful. Sounds in them almost any are not emulated and the image blinks. Music can vanish in game, and also characters sometimes remain without the heads of hear. That the sound was more or less comprehensible, we choose audio plug-in PEOPS.

On newer audits, up to r3916, game is not emulated. With what this problem is connected? Something has not found.

Bositman, I have checked up TTT on r3343. It was started like normal. At start of fight of video hangs, and music sounds.

Yes, it broke in 2 occasions... in r3274 it doesn't go into battles and r3349 doesn't boot. Both are VIF related as far as I saw in the logs...

Tekken Tag Tournament IS a good game.
Making the game breaks after updating thru SVN is kind of.... :/

I'm using r3974, but reverting back to r3113 to play this game.

You're saying this as if the devs broke it intentionally....well they didn't and they don't know how to fix it yet.
