I think this could happen if you dont have administrative rights.Try to run PCSX2 as administrator or try to move the settings folder to My Documents
I'm inactive on this, dedicating most of my time to osu!

not a bug to do with the emulator but a user access rights problem

I am trying, but even with administrator rights PCSX2 show me same error (Sorry for my Bad English, I am Russian boy =))

Is it possible because of the russian letters in the directory? or your bios is not working properly
