[Bug report] Emulator recognizing controllers as keyboard

WeirdBeard was just talking about it in Discord, I think it is some sort of launch argument passed to PCSX2 that specifies the controller should be treated as a gamepad. The default behavior is to convert to keyboard. As long as Steam is open and configured to detect controllers like this, it will try to do this behavior, so that is why exiting Steam works.
