[Bug report] Megaman x8 fmv subtitles blinking

The subtitles in megaman x8 fmv's keep blinking. tried everything but no workaround, i'm using pcsx2 1.7.0 g491b6e12f avx2 
direct3d11 hw and sw and opengl. turned off the speedhacks and still no change
