If you bothered reading the stickies, you would know that slowness isnt a bug.
According to your specd, it's highly possible your pc isnt powerful enough to handle this game under pcsx2.

With the speedhacks, its the same things that without speedhacks...

Go to settings -> Video/GS plugin -> Plugin settings

What is written in the video adapter selection? Set it to NVIDIA GeForce GT 520 or something similar if it is not already set correctly.

Did you set gsdx internal res to native ?
Because it looks like your gpu is struggling.

If i use this, it's because peoples says me that this game work in 0.9.8, the modern versions not support this game.
