Burnout 3 Speed issue

I got an issue where when I play Burnout 3 it either is too slow or too fast. When I usually play it is around 2x slower but when I use the turbo hack it is 2x faster. Is there a way to make not make it too fast nor too slow?

Use D3D11, don't go above 4x native, turn off allow 8 bit.

What HW hacks do you have on?

I tried doing that but it didn't help. It still is really slow. But if I use the turbo feature it is too fast :/

Why are you using Direct3d9. Switch to D3d11.

please post the emulog and, what are the EE and GS values while the game is slowing down ?

Because D3D11 at times freezes my pc on certain games such as GT4 and NFS Undercover
