Burnout 3 help

I have a AMD Athlon X2 P340 and a ATI 5650. I'm trying to play burnout 3, but when i play it, it has these weird huge white flashy things in front of the 3D. And it runs around 30fps, any idea i could speed it up if in anyway at all? Anyways those lines are my main problem

You will need a much better CPU than you currently have for that game, not much you can do about it.

What about overclocking?

I'd recommend at least 3.5Ghz for that game, I wouldn't suggest that kind of overclock with your CPU which should be 2.2Ghz by default.
