I managed to get it working with default settings upon reinstalling vc2013 x86 for the 4th time. I'll play around with settings more. thanks guys

I used the same installer jes link cause that is in my sig, and pcsx2 works fine on my end on windows 10

Also for the record, installing VCREDIST 2013 x86 with the "Repair" option is often useful.
