CPU generation compatibility

The version is more or less unrelated. It's important that pcsx2 was compiled with vs2013 and not vs2015. The builds provoded by orphis' buildbot are made by vs2015. Skylake i7 users should check if the appveyor vs2013 builds work better.

I think the official 1.4 was compiled using vs2013.

@bomblord can you please check any game in sw mode with 0/1/2/3/4/... ERT and note down performance(fps/ee%/gs%) and pcsx2 cpu usage in the taskbar? Ideally can you do the same disabling hyperthreading?

I can try but it'll be a few days before I have an extended amount free time again.
