I downloaded it and ran PES and it was laggy. but i did zero config and im not sure if the game is cpu intensive or not.

it's cpu intensive enough to require more than 2.0 ghz.
if you can overclock to 3.0 ghz, it'll be better

The Athlon 2 is very weak. On my Phenom II X4 @ 2.0 Ghz, PES 2011 runs at 30 FPS. So you'd better get the PC version. But even if you get the PC version, you laptop is still weak to run it. My brother's laptop (Athlon II M300 @ 2.0 Ghz & Radeon HD 4200) can barely run that game at medium settings. Also notice that your GPU is an IGP. It is very bad for gaming.

just put the preset to mostly harmful
