Can I change the refresh rate at 120 hz without doubling the speed?

Yes, with cheat codes that halve the speed of the game but don't decrease fps. At the moment, 100% speed at 120fps only can be done in Kingdom Hearts 2, using these two codes (these are for the Final Mix version):

// 60 FPS Kingdom Hearts 2 Final Mix
patch=1,EE,00349E1C,extended,00000000
// Half game speed

You also need the "FramerateNTSC = 119.88" line you already changed, and most importantly, a PCSX2 build with overclocking options. Without overclocking, the game will remain at 60fps. In my experience, a 20% or 30% OC makes it work at 120fps most of the time. Keep in mind that the game will need a more powerful hardware compared to 60fps (which is already more demanding that 30fps).

It doesn't make sense Tongue. You need a different frame per monitor refresh. PCSX2 already doubles frames for 30fps games. The fps counter in all overlays (FRAPS, MSI Afterburner, etc) says games are running at 60fps when they aren't, and it doesn't make them look any better.

The emulator runs at 100% speed for me while my monitor is running at a steady 120Hz. I'm just seeing the same frame twice in a row though. There's no real motion blur because I force Light Boost on.

It can't be done like this.
Even if you have a 140hz monitor, games will still run at 30fps unless you internally patch them.
The PS2 can't handle framerates above 60fps/60Hz, only a few games support it but there a patches for a few games that only support 30fps.

Sadly, there is none for FFX or FFXII
