At the moment, 100% speed at 120fps only can be done in Kingdom Hearts 2, using these two codes (these are for the Final Mix version):

You also need the "FramerateNTSC = 119.88" line you already changed, and most importantly, a PCSX2 build with overclocking options. Without overclocking, the game will remain at 60fps. In my experience, a 20% or 30% OC makes it work at 120fps most of the time. Keep in mind that the game will need a more powerful hardware compared to 60fps (which is already more demanding that 30fps).

It makes sense or is my reasoning wrong?It doesn't make sense . You need a different frame per monitor refresh. PCSX2 already doubles frames for 30fps games. The fps counter in all overlays (FRAPS, MSI Afterburner, etc) says games are running at 60fps when they aren't, and it doesn't make them look any better.
