Is it 100% safe to do it or is there a chance it will ruin my PS2? Can I continue to use my PS2 after dumping the BIOS?

Yeah. The BIOS is read only, so you won't be able to overwrite anything.

You gotta be careful though, if you dump your Bios incorrectly, it could explode your PS2.
