not really. at least it has never broke my emu experience
other thing that you can do is to use the latest GSdx beta... be warned however. It gives a noticeable boost in speed, but breaks small stuff (in Persona 3 FES sometimes it breaks the numbers when you do damage, how much sp/hp cost to do the skills and how much experience you win, in Persona 4 sometimes the body of the persona that results when you do a fusion disappears) however the pros beats the cons
also use native resolution or 512x512
I have played P4 on a laptop of the same specs (although it had 1 gb of ram less) and in the dungeons it was fullspeed all the time, at least and the battles and the game in general were playable, and in my old lap (1.6 Core Duo, 1 gb ram , graphics intel GMA 950, way worse than yours) I was able to play it at playable speeds
