Can't Steer in Gran Turismo 4 Using Xbox Series Controller

I am using an Xbox Series Controller to play GT4. The analog sticks work in the menus and viewing raw inputs it shows the analog inputs being recognized by the emulator. The issue begins when trying to drive a car, the inputs are detected and work, however no steering input is detected or applied.

Any help would be appreciated.
