Can't change the settings

So i've been trying to change some settings like the internal resolution or the renderer from the Gsdx plugin settings and they don't save.Also i had this red line message poping up when i start the emulator:
[wx] Directory 'X:\Users\User\Documents\PCSX2\inis' couldn't be created (error 2: the system cannot find the file specified.)
[wx] Failed to create a temporary file name (error 267: the directory name is invalid.)
[wx] can't open user configuration file.
So anybody know a fix?

Try running PCSX2 as an administrator.

create a blank "portable.ini" file in your pcsx2 dir, then try again

I have tryied admin mode but i will try adding that file.Thanks for the quick responces
