Well this is how I have them in the file:

patch=1,EE,2016433c,extended,10010003
patch=1,EE,101642b0,extended,00003FC0
patch=1,EE,2029C414,extended,24030001


And thats it, just like that nothing else. The first 2 lines are for increased attack speed and the last is for Story mode with other characters and the file name is 3C93E16A.pnatch and it is seen as a pnatch file.

Edit: I try to attach the actual file but it says it's not allowed.

LMFAO What a total moron I am, and of course now everything works. I feel like a fool for wasting people's time with such nonsense. Too be fair I was listening to a video guide while doing it and he had a thick accent and it sounded like natch, but regardless I'm still an idiot. Sorry everyone.
