Can't make a text document

I'm trying to add cheats tofinal fantasy but it wont allow me to create a text document in any way only a new folder and a pop up come up saying I need admin prv to do it. This is my computer I am Admin so why doesn't allow it?

probably because you installed pcsx2 in program files...
install pcsx2 in its own directory like c:\pcsx2, and you'll avoid that windows bug
