Can't make it 1080p

Question 
Hey im new to this whole playstation 2 simulator thing.But i have looked everywere for instructions for how to make my dragon ball z budokai 3 1080p and no matter what iv tried it just stays and low resolutions (512x 448)
I just can't stand looking at anything so low quality so i was wondering if anyone could help?

the games default resolutions is always shown in the windows title bar.

What he's saying is that it's already displaying in HD. The title bar shows the default (native) resolution no matter what resolution you physically set. Change the resolution from 3x native to native and go full screen and you'll notice a huge difference.

oh okay ill try that thanks

edit:i changed it to native and not that much has changed,like i cant see any difference.Do i have to download any files to be able to do this?

Just set a custom internal resolution at 1920 x 1080. That's what I always do.

Im so confused its is never the custom resolution i put it on. Its always on either 6**x4** or 5*8x4**... im honestly sorry for using your time guys but im so confused i click on plugin setting sand make it 1920x1080 and deactivate native settings, also i go on window settings and make the resolution the same,but yet nothing changes.

Are you using a really old monitor?

No its a 21.5 inch 1080p monitor ,thats why i cant stand the low res.

IT WILL ALWAYS show 6**x4** or 5*8x4** in the title bar of the window even if you set it to Native 2x,3x,4x,5x or specify a custom resolution 6**x4** or 5*8x4** are the defualt resolution of all ps2 games

Again the title bar show the default resolution pf the game.

512x 448 is the default res of that game there for it WILL ALWAYS show 512x 448 in the title bar of that window followed by the EE/GS/VU % That title bar will never show 1920x1080 or anything of the sort

If your using 2x native then that 512x 448 is effectively 1024x 896 as the rendering res, But it will not show 1024x896 in the title bar

And as far as I know thew Windows size setting in the emulator only makes the size of the picture bigger only the 2,3,4,5 x native and custom resolution in GDSX change the actual rendering resolution
