Can't use my PS2 disc on my pc ( stuck at browser/system configuration page )

it gets stuck on the Browser/system configuration page and shows this error in the console

* CDVD ReadFile failed: sectors 0-0: error 1117

PCSX2 version 1.6.0
and the bios is "PS2 Bios 30004R V6 Pal"    ( Yes I own this PS2 I own two actually )

I tried using imgburn but it doesn't read it ( I can hear the cd rom spinning ) keep in mind I haven't used my cd rom in 7 years and this laptop I had since 2013

does this mean the disc doesn't work?

I have an intel hd 4600 and a amd radeon hd 8600/8700m graphics card, 6 gb ram  and I am running win 10

Using a BIOS file with PCSX2 which you have downloaded from the internet or from a PS2 console you do not own is illegal. You must own the console the BIOS file came from (even if it's broken) to be legal.
