This means that even if for example a Pentium 4 HT is at 3 Ghz and a Core 2 Duo is at 3 Ghz, the Core 2 Duo will be way faster than the Pentium 4 HT due to improved architecture.
That's the way it is for every application, including PCSX2.
I already got that, i'm just stating the facts cause my Dual-Core got very bad GPU.
That's why i said my P4 HT is more reliable.

Poor you, try the latest beta with gsdx sse2 and speedhacks turned on(not all, can be very glitchy). And i assume that you GPU is really baad. That's why u said "turtle speed" haha..

What should I buy to run everything super smoothly (for around < $500)
i built a fast Pentium 4 HT Prescott system around Xmas just for a hobby..
had an IC7 Max 2 Ocing motherboard and a stick of 500 DDR Valueram and managed to get the cpu to 4.0 ghz...
believe it or not pcsx2 was just "playable" because i also had the best AGP card ever made for p4, the Sapphire Radeon HD 3850 256bit GDDR3 Graphics Card... I could even get 100 fps in Crysis in Low settings
but i've also had several dual cores, a dual core pentium or two and 3 Quad Cores not to mention my original E8600 and a whole slew of different graphics cards...
You'll be much happier with a dual core Intel of SOME kind versus anything AMD - even the Intel E2160 I had could hit 3.4 GHZ stable and handled pcsx2 decently...
becuase after using the p4 ht for 3 months and a 2.4 Celeron 3 years ago i can definitely tell you IT'S NOT 2 cores...
Two PHYSICAL cores makes the difference...
enjoy
