Cannot convert Vice City Stories PAL Save to NTSC

I have a PAL savegame that I want to use with my NTSC version of Grand Theft Auto: Vice City Stories. I took the Root ID and Filename found in my NTSC savegame and replaced them in the PAL one. Then I imported the saved file into the memory card. When I now boot up VCS the game does not recognize it (no saves show up at all). Any idea as to what could be the reason?
