Well, I do a test in that game and something strange happened. In the game I get constant 60 fps, but when appears any menu on screen, the fps drops to 45 ~ 50. This is a known problem or gives to solve ? Thanks.

PCSX2 settings? Plugin settings? What does the EE/GS % numbers in the title bar say?

When the FPS drops is in menus it might be the 8bits texture enabled, try disabling it.

8-bit textures always disabled here. Here you will setup the emulator and plugin:
Plugin: Directx 10 (Hardware), Internal Resolution 1680 x 1050, 4x Scale, Texture Filter selected. Emulator: EE Clamping Mode None, VU Clamping Normal Mode. Speed Hacks: INTC, Wait Loop, MVU Flag and Block checked. EE Cyclerate 33% and Vu Stealing 1.

Try a lower scaling resolution in GSdx or "native". You didn't say the EE/GS%.

Well, I downloaded the internal resolution 4x to 3x. Now get 60 fps in the game and menus.
And Shadow Lady .. EE was around 80% and Vu around 50%, always with small fluctuations.

Then yes it was pointing to either "too high resolution" or Vsync problem
