Cheapest processor that will run games at full speed?

Someone say about Sempron? guys this bad processor! and all CPU which have last letters "ron" really slow, i know next CPU's: Semp'ron Du'ron Cele'ron
don't try to say: Good CPU's
i tested all of them and 100% sure this slow!!!

Any dual core CPU with at least 2MB L2 cache and over 2.7 GHz (o`clocked @ 3 GHz) with some speed hacks you may got good fpses in most games. intel E7200 seems good enough.

A used intel e2180 would be great. You can basically overclock that thing to 3,3 ghz.
3.0 ghz is even possible with default voltage...
