You have the ntsc version and those codes are for the pal version

That site have codes only for pal games

Thanks for the heads up, years ago Datel had you visit their site for their Action Replay Devices to get codes, those were for the devices sold here in the U.S.

So now, it seems the codes I'm getting and how I'm preparing them seems to be the issue so Lets see If I can figure out where issue is and what I am misunderstanding here so Lets Say I get my codes from this source here

Which version of Vice City do you had? There are like 3 different versions out there. The original (v1.40), Double Pack (bundled with GTA3) (v2.01), or Haitian-Friendly version (v3.00)? CMIIW if you want to include the Greatest Hits version here too, GH ones are somewhere between Double Pack and Haitian-Friendly version.

Ok so from that Link you gave me, you State "Codebreaker v7" So Now lets grab the "Infinite Health" Code:

Now Since they are supposedly "Encrypted" Lets use Omnivert with Input set to Codebreaker v7 (Common Key)  & The Standard Unencrypted Key Output we get from Omnivert is:

and Save to file, and that Should Work, Right? The problem is it isn't working. So with have trying 3 different sources of codes, 3 different Types now Codebreaker, GameShark V2, AR Max and not a Single thing resolving with the Omnivert Application, I'm inclined to believe that cheat functionality in this version of Pcsx2, is just non existent and wondering if you are getting these cheats to work in a previous Version?

You clearly know allot about the cheat encryption seeing you developed a piece of software utilizing multiple decryption algorithms, I'm wondering could you possibly look at those codes, and give an output that I can put in a pnach file that "should" work so I can determine if its the Application or my methods/ codes?

I greatly appreciate your help, but at this point I'm just guessing, with no real progress in moving forward in isolating the particular issue on this.
