Cheats don't work

So, I downloaded the .pnach file from gamehacking. Inputted the .pnach file into the cheats folder where PCSX2 is located, enabled cheats in every option i've seen (emulation section, game properties cheats, ect.).

Game i'm trying to hack is Star Wars Episode III: Revenge of the Sith. I tried using omniconvert, but not sure if i'm doing all this correctly. I have tried other cheats for other games by also downloading the .pnach file from gamehacking, but those cheats don't work as well.

Below is an example of the codes i'm using, also read a previous thread in trying to figure it out by using that information about the codes not being decrypted. Still did not work, been breaking my head for 2 days trying to figure this out. hope i can get some help pls

Of course the cheats wouldn't work, you commented them out which means the emulator won't apply the codes at all.
Remove the "//" and the codes would work.

Also make sure your game region and the cheat are same?

Yes! game is SLUS-21143 and I also confirmed that it also said that on gamehacking, also I quit the game completely before editing the cheat/enabling it.
