Is this PC good enough for PCSX2/Dolphin?

Pretty much yes, but depends very much from the games and from internal resolution.

You should also consider an AMD alternative (especially if you'd like to OC), in particular the FX-6300 that with a decent OC (around 4.4GHz I think) should reach the same single core performances of that i3*, and you also have 3 time the number of cores (so you can effectively use the MTVU hack, or performance gain in any multithreaded software, I don't know much about Dolphin).
If you think you'll never use more than 2 cores (but nowadays is easy to use more than 2 cores in PC gaming and other softwares), you don't plan to OC, and you really care about power consumption, then the i3 is the right choice.

I recommend to upgrade the GPU. Get a 7870 or better.
