I'm using a DualSense controller and PCSX2 1.7.0-20210131221406 with Windows 10. This problem has existed throughout multiple builds. If the emulator is set to start in fullscreen mode, the controller inputs do nothing. If I double click the mouse button to go back to windowed mode, the controller inputs register again. I can then go back to fullscreen and they continue to register. I admit that it's only a minor inconvenience but I'd appreciate it if there was a way of fixing this. On a related note, rumble doesn't work with the DualSense in PCSX2 unless you run it through Steam. (The controller not recognised issue occurs whether I open PCSX2 through Steam or not, by the way.) I can't see anything related to the controller driver in the log.
