I think it is a (very) old regression.

On a GSdump I saw random (and illegal) values on the alpha register.

Potentially it could be
* a bug in core
* a bug in GIF interface (EE <=> GS communication)
* Or alpha values aren't random....

It's not really a regression but something that has not been resolved completely yet. That graphic glitch earlier was present in full screen but with improvements in opengl it is now limited to only lower half of the screen. I believe it will be fixed with all those games which suffer from lower part of the screen bug as and when it happens.
