DBZB3 at 60fps and sometimes over but stil slow

ok so i run DBZ Budokai 3 and it has really good fps 60-70 with x2 cycle rate and max VU steal but when i fight something he moves slow while it still says 60-70 fps any1 else have this problem? and also if any1 knows how to fix it please tell me D:

This is a common problem with EEx2 and VU Cycle Stealing hacks used together. The hacks cause the emulator to basically run your emulated PS2 as if it were a bargain-budget version of itself (with both speedhacks, it's basically around 100mhz instead of the real PS2's 300mhz speed). This speeds up emulation since it's a lot less work to emulate a slower PS2. It also means that a lot of games will still run 'slow', because they simply expect and require a PS2 with full (or near full) 300mhz speeds.
