In Config->Memcards is 'Eject Memcards when loading states' checked?

yes.

that's the reason sometimes you can't save after loading a state right?

Yep. Then it really is a bug, but I can't seem to replicate it. What graphic card drivers are you using?

What, I always keep a backup of memcard when using new version.

At first I put the memcard files in the folder first and then ran PCSX2 and the saved data was not working.

Then I removed the memcard files, ran PCSX2 again and it "reinitializes the memcard (not sure what it was doing so I call it this way)", then I overwrite the memcard files with my backup files and I can load everything again.

The new version's microVU is working without strange behavior and I have better performance than before, I love it.
