Soo..I have...

AMD Phenom II X6
Geforce 8800 GTX
4 gigs DDR3 or whatever it is.

And I have NO CLUE WHY but my EE hits 90-100% most the time...Now if I can guess the EE stands for CPU action, mostly..and a six core Phenom II FPS drops to 35-40 in some areas of the said game, like rezzing a car, or starting a race, but after the race has started it stays at 60~ FPS *Shrugs*

This is weird, I don't recall A playstation requiring a very high end CPU, and mine is high end enough to last me 5 years for sure.

Im using gsdx32-sse2-r5350

did you enable MTVU hack ?
what is your CPU clockspeed ?

PCSX2 uses 2 cores (3 with the MTVU), so it doesn' work at best with AMD CPUs (many cores, but singularly are slower than intel ones). So a Phenom II is not that "high end". I never tried GT3 but games like GT4 are very CPU demanding, so you have to enable some speedhacks (MTVU first of all) to have 60FPS, if you're at default you can also consider some OC (maybe just increasing the turbo core frequency).

I been fiddling around with the settings a bit, I have MTVU on and it made a difference but theres always that slight hiccup.

I have INTC Spin Detection, Wait Loop Detection, and mVU Flag Hack as well, with my EE cycle at default cyclerate and no VU Cycle stealing.

My CPU is 3200MHz

On GT4 you can set without problems the EE Cycle Rate and the VU Cycle stealing to 2, you should try.
You are using an ISO or the disc? The Iso is faster...
In the GSDX settings Hardware or Software mode? The GPU should be able to handle hardware mode at 2x native resolution I think.

Hardware mode, Im using the ISo for now until I can find my CD.

Dav1de i tried your settings and it just made it 100x worst.

Dav1de I tried your suggestion and it made it worst, blockier graphics and slower.

I just realized the game is 100x slower on special stage..not the settings. I don't think it made any difference. Just made the screen vibrate up and down more I think.

Also GT4 is quite slower on dark traks as special stage. For the screen vibration you should use a de-interlacing filter, bob bff I think (but I'm not sure).

If the speedhacks did not improved the performances maybe is the GPU the weak point. You should check during the slowdowns with some tools (as GPU-Z) the GPU usage. If it's almost 100% you have to reduce the resolution.
