Your cpu is struggling.
Something is wrong there. Did you set your windows power plan to performance mode ?
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

wow thats actually insane, For some reason is was on power saver mode. Does that typically affect other games too or just cpu intensive activities? either way thank you I would have never though of that and resorted to overclocking before I thought to check that. 

Again huge thanks! Perfect framerate now
