Try setting skipdraw to 1 ( enable HW hacks, click configure, enable skipdraw and set it to 1)
if that doesn't the trick, try latest svn : http://pcsx2.net/download/development/svn.html

you could try values from 1 to 10.
but that's just a wild guess.

AFAIK, this game works only in software mode.

configure-skipdraw-1
half pixel offset ticked
wild arms offset ticked
try direct3d9 first then try 10 & then 11
